Along the stretch of land between Ras Huran and the nearby derelict village of Amnu, the inhabitants of individual dwellings constructed in the open Waste are considered citizens of Ras Huran for the purposes of legal jurisdiction and tax collection.
The former point may seem laughable for the fact that patrols of the city guard rarely, if ever, extend into the Waste, and perhaps therefore the relative solitude may prove an attractive incentive to those looking to ply their criminal designs. However, vanishingly few choose ‘that desert life’ for the simple fact that it’s very, very hard.
